Noureen is born in New York City on 28 February 1984. Her desire to become an actress was never a thing. As a student at Boston University School of the Arts She began to lay the foundations of the profession. Noureen tried out for roles in various films soon after graduation. She was cast in 2005. was cast in an important role for a film called West Bank Story. West Bank Story premiered at the 2005 Sundance Film Festival and was shown at various festival events around the world. It also received the Oscar nomination in the category of Best Live Action Short Film in the 79th Annual Academy Awards in 2007. The film was the first step of Noureen DeWulf's career. Noureen deWulf was a part of numerous TV series after that, including Girlfriends Numb3rs Chuck and Outsourced. She started out as a child actor, appearing in such films like Alaska (1996), Now and Then (1995), Hocus Pocus(1993) and The Things I Want for christmas (1991). Her performance as a character in American Beauty brought her worldwide recognition and accolades in 1999. In 2001, she was as a character in Ghost World (2001), an award-winning film and earned her a Golden Globe nod.
